In response to the
2000 Presidential Election, Congress passed the Help
America Vote Act requiring
the reform of electoral processes and systems in state
and local governments. This law gives Guam the opportunity
to improve the island's voting systems and procedures with
aid provided by the federal government.
As part of the requirements made
by HAVA, the Guam Election Commission has developed
the Guam State Plan which establishes the framework for electoral
reform. This legislation provides funds for improvements
and requires:
The
development long range plan to improve the administration
of federal elections on Guam.
Training for voters, election
officials, and poll workers.
The establishment
of the voter system guidelines and processes.
Improvement
of election accessibility for individuals with
disabilities and those
with alternative language requirements.
Establishing
an Election Fund withing the Treasurer of
Guam whose appropriations are accounted for separately
from the Government of Guam accounting system.
